Subscriber Line Charge (SLC) and DS 1 Service
10/13/2004 - Due to the unfairness of the SLC charge, NECA requested the FCC for a new rule to modify the assessment of the SLC for derived channel T1 services (similar to the ISDN PRI SLC) . The FCC told NECA to file a waiver and then later granted an interim waiver. This interim waiver allows Rate of Return carriers to reduce the number of SLC's from 24 to 5 as long as it is stated in the LEC's General or Local tariffs AND when the customer provides the terminating channelized equipment. (The final SLC application for these types of services will be determined when the waiver expires and the FCC makes a new ruling.)

A new rate element (DS 1 Line Port Charge) is the same as the ISDN PRI Port charge and is to recover the costs associated with the DS 1 service that exceeds the basic cost of analog service. (The rate at the present time is the same as the ISDN Port charge of $23.51).

Effective August 25, 2004, a local channelized DS 1 will be assessed 5 MLB SLC rates (on a per arrangement basis) as long as the end user provides the channelized equipment.

For those companies listed in section 17.7, the FUSC surcharge will apply to the reduced number of SLCs and the DS 1 Line Port Charge.

The EC 1050 used for settlement reporting will change in October 2004. The reporting of the 5 eligible DS1 SLC's should start with the August 2004 settlements.

There should be no change to the 2003 Cost Studies for loop count; however in 2004, this should be blended. (24 SLCs from Jan. to July then 5 SLCs after August).

For USF reporting for High Cost Loops; 2004 submission = 24 loops, but in 2005 will be 5 loops) For ICLS, report the number of DS1 channel service arrangements starting Sep 2004.

Local Number Portability (LNP)

1/16/2004 - On Friday, the FCC granted a limited waiver for the wireline to wireless porting requirement for certain Local Exchange Carriers with fewer than two percent of the nation's subscriber lines in the top 100 MSA until May 24, 2004. The additional requirement is that LECs have not received a request for local number porting from either a wireline carrier prior to May 24, 2003 or a wireless carrier that has a point of interconnection or numbering resources in the rate center where the customer's wireline number is provisioned.
