WGA is a premiere consulting firm in the area of cost separations studies and access tariffs. We have set the standard for conducting jurisdictional studies that are correct, accurate and in complete compliance with the most current versions of FCC Parts 36, 64, and 69.

We assist numerous clients by preparing the cost studies, and submitting and negotiating the results with NECA. We have also trained numerous clients to prepare the studies in-house. We are then available to review the studies and provide additional assistance.

WGA has an internally developed comprehensive, industry-leading software program, Revenue Management System (RMS). RMS is a Windows-based program, with Lotus and Excel versions, and complies fully with Parts 32, 36 and 69 of the Federal Communications Commission's Rules and Regulations. It accurately allocates costs and permits companies to perform more of the work in-house for separations, cost allocations or business projections. RMS has been designed to incorporate the unique requirements of state public utility commissions and related differences in federal and state income tax inputs. RMS is being used in over 200 study areas by regulatory agencies, consulting firms and telephone companies. RMS is supported by Warinner, Gesinger & Associates, LLC.

WGA has also assisted numerous companies to bring the separations process "in-house". We have trained client personnel on the various aspects of the separations process and have conducted specific training on the theory and practice of completing studies, including workpaper preparation and review, relationships that should exist within the study, and other validity checks. As a result of this training several clients now complete their cost studies internally and rely upon WGA personnel for technical support and advise and study reviews.
