WGA provides several types of regulatory services ranging from cost of service studies for the determination of local rates to assisting clients when their state public utility commission conducts "over earnings" reviews. We also provide compliance filings and audits attesting to the carrier's compliance of a regulatory requirement. In this regard we have audited CABS billing systems, state USF pools and funds and relay access service (TRS) funds. We have also assisted clients to respond to state commissions regarding dialing parity and primary carrier plans. We have performed Percent Interstate Usage (PIU) audits to verify the PIU factors a carrier supplies to a LEC for billing terminating access, performed Equal Access Conversions and Benchmarking studies. Additionally, we have provided expert testimony on behalf of clients in rate and regulatory matters.
WGA has prepared cost allocation manuals (CAM Part 64) and audited and tested the results.
